Description

Architect-Engineer services are required for design of projects and other related work at Hickam AFB/Bellows AFS, Oahu, Hawaii and other Hawaiian Islands. An open-end indefinite delivery contract(s) will be issued for a basic period of one year with three one-year option periods. This contract(s) shall be specifically for mechanical engineer as the prime consultant. The scope of work shall include field surveys, engineering studies, design services, and project inspection services. Each delivery order issued under this contract shall not exceed $299,000, with the cumulative amount of the contract not to exceed $750,000 per year. Delivery orders will be issued from time to time as the need arises during the contract period. Design services may be required for new construction, additions, alterations, modifications, repairs, and mainetenance work. Services for each delivery order may include engineering studies, field surveys, preparation of drawings, specificaitons, cost estimates, design calculations and analysis, and project surveillance and and inspection. Computer aided drafting design (CADD) will be required and shall be compatible of architectural, landscape architecture, civil/survey, mechanical, electrical, structural, and environmental disciplines. A minimum of $5,000 in fee work will be issued under this contract. Firm-fixed priced A-E contract wil be used. Significant evaluation factors in order of relative importance is as follows: (1) specialized experience and personnel qualifications in the type of work required; (2) record of performance over the past two years in succesful preparations of valid construction estimates for competitively bid contracts; (3) capability to accomplish the work in the required time and a prompt response to requested services; (4) location in geographical area of consideration which is the island of Oahu, in the state of Hawaii; (5) past experience with respect to performance on Department of Defense (DoD) contracts; and (6) volume of work previously awarded to the firm by the DoD with the objective of effecting an equitable distribution of DoD A-E contracts among qualified firms. Interested parties should show proficiency, in-house or through association, in all the following disciplines: architecture, landscape architecture, civil/survey, structural, mechanical, fire protection, electrical and environmental engineering with the mechancial discipline listed as the prime consultant. Firms desiring consideration must submit Standard Form 254, and Standard Form 255 by 2 PM, HST, within 30 calendar days from the date of the announcement or 22 Jan 02, whichever is later.
