Description
The Environmental Protection Agency (EPA) has a requirement for technical and conference support services for the National Health and Environmental Effects Research Laboratory (NHEERL), Office of Research and Development (ORD) of the EPA under a procurement entitled "Technical and Conference Support in the Area of Effects of Water Contamination on Humans". The contractor shall be responsible for providing water health effects reports. The contractor's research shall require a multi-disciplinary approach and requires personnel with some knowledge and experience in epidemiology, public health, environmental science, environmental health or engineering. The contractor's research also involves methodologic issues relating to water chemistry, distribution system or water engineering, microbial and chemical assessment, sanitary surveys and exposure assessment. Reports prepared by the contractor shall summarize current state-of-the-science information, identify areas of needed research, identify the potential impact of such research on risk-assessment/decision making activities and determine proposed sequences and time tables for implementation of the research. Using EPA provided reports, literature searches and current research efforts, the contractor shall identify outstanding issues and develop a plan to conduct epidemiologic studies on the health effects of chemical and microbial water contamination, including projecting the impact of the proposed studies on risk assessment/decision making activities. Examples of work include, but are not limited to, the following: (1) compiling articles in logical sequences for publication as EPA documents; (2) synopsis of articles; and (3) reviewing and editing, for accuracy, manuscripts, materials, graphics and research references in preparation for publication. Human health effects in the form of epidemiologic data is reported on a biennial basis to the Centers for Disease Control and EPA. These reports are evaluated and the two agencies publish a biennial report. The contractor shall produce a final report to include the additional information collected including a listing of all individuals contacted and provide a copy of the outbreak database. The contractor shall be responsible for adding the Waterborne Disease Outbreak to an existing database (to be provided by EPA) and categorize the data using criteria developed by EPA. Examples of work required include but are not limited to: (1) providing data analysis, estimation of risk, evaluating bias and diagnostic techniques for conducting waterborne disease studies, (2) preparing reports detailing issues on waterborne disease outbreaks and surveillance; (3) analyzing groundwater systems, including community and noncommunity systems; and (4) comparing causes, etiologic agents and number of cases for disease outbreaks. The contractor shall provide editorial support on manuscripts, books, standard operating procedures (SOPs), field implementation plans and other documents relating to all of the above specifications. The contractor shall provide the necessary services to conduct symposia, workshops, seminars, meetings and conferences. THIS PROCUREMENT SHALL BE AWARDED AS A 100% SMALL BUSINESS SET-ASIDE. Teaming with other small businesses is encouraged. The North American Industry Classification System (NAICS) CODE IS 541620 with a size standard of five million dollars. This contract is estimated to be a five-year effort (base award with four options). The Government anticipates award of a Cost Plus Fixed Fee (CPFF) Level of Effect of 600 direct labor hours, and three twelve month options of 800 direct labor hours each and one twelve month option of 540 direct labor hours. In addition, the contract allows for options to increase the quantity of hours for the base and four option periods by 100 labor hours in each period . the solicitation is expected to be issued approximately January 21, 2002, as a 100% small business set-aside. Proposals will be due approximately 30 days after issuance of the solicitation. The solicitation and amendments will be available via the Internet World Wide Web at http://www.epa.gov/oam/rtp_cmd. Firms are encouraged to access the solicitation and amendments via the Internet. IT WILL BE YOUR RESPONSIBILITY TO FREQUENTLY CHECK THE SAME SITE WHERE THE SOLICITATION IS POSTED FOR ANY AMENDMENTS. All responses to this synopsis must be in writing. Telephonic and fax requests will not be honored. Only one copy shall be sent to a corporate entity, regardless of the number of requests from one or more different geographic locations. A copy of the preliminary source list will be posted along with the solicitation. All responsible SMALL-BUSINESS sources may submit a proposal which will be considered by the Agency.
