- On or about 18 January 2002, this office will issue Request for Proposals for the construction of BULK FUEL STORAGE TANK, POPE AFB, NORTH CAROLINA. Proposals will be received on or about 07 March 2002. This solicitation is unrestricted and open to both la rge and small business participation. A site visit and pre-proposal conference will be held at the Corps of Engineer's Resident Office located at 527 Interceptor Drive (Bldg 255)on Pope AFB, North Carolina on 31 January 2002 from 8:00 a.m. to 11:30 a.m. The project site visit is scheduled dire ctly following the pre-proposal conference. The remainder of the morning will be to address questions regarding the project/site. To register attendance at the pre-proposal conference/site inspection, contact the Program Engineer (Hossien Kamalbake), U.S . Army Corps of Engineers, Pope Resident Office, 527 Interceptor Drive (Bldg 255) on Pope AFB, North Carolina 28308, Telephone: (910) 907-3130 or FAX: (910) 907-3137, before the date of the pre-proposal conference/site inspection. Anyone interested in att ending the site visit and pre-proposal conference are required to fax their name, address, social security number and driver's license (number and state of issue) on the Contractor's Letterhead to the Resident Engineer no later than 10:00 a.m. 30 January 2 002. DO NOT forward requests to attend the site visit or the pre-proposal conference to the Omaha District. DO NOT submit requests for plans and specifications to the site visit personnel listed above. See Ordering below. The work will include the following: (Approx. quantities) Project Description: One (1) aboveground 55,000 BBL jet fuel storage tank, complete with impervious dikes and basins, fuel lines connecting tank to existing pump house, area lighting, contaminated soil removal, cathodic protection, fill and overfill protec tion devices, high and low level alarms, water drawoff system, internal floating pan, automatic tank gauging system, and level alarm systems. Repair secondary dike containments, construction of remote dike containment, install area lighting for existing j et fuel storage tanks. Rebuild one (1) pump and explosion-proof motor built to API 610 Standards. Proposal Evaluation: Award of project will be based technically acceptable and lowest price offer. The estimated construction cost of this project is between $2,500,000 and $5,000,000. Contractor's Quality Control will be a requirement in this contract. Large business concerns submitting offers for services exceeding $500,000 or for construction exceeding $1,000,000, shall comply with Federal Acquisition Regulation 52.219-9 regarding the requirement for a subcontracting plan. The U.S. Army Corps of Engin eers considers the following goals reasonable and achievable for fiscal year 2002: (a) Small Business: 61.4% of planned subcontracting dollars. (b) Small Disadvantaged Business: 9.1% of planned subcontracting dollars*. (c) Women Owned Small Business: 5.0% of planned subcontracting dollars*. (d) Severely Disabled Veterans 3.0% of planned subcontracting dollars*. (e) Hubzones 2.5% of planned subcontracting dollars*. *- Small business concerns owned and controlled by. The Contractor will be required to commence work within 10 days after notice to proceed and complete the work 360 calendar days after receipt of Notice to Proceed. Provisions will be included for liquidated damages in case of failure to complete the work in the time allowed. Performance and payment bonds will be required. The plans and specifications are available on Compact Disk (CD-ROM) and will be provided free of charge. It has been determined that the number of Compact Disks be limited to one (1) per firm. Plans and Specifications will not be provided in a printed hard copy format.
