- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; Quotations are being requested and a written solicitation will not be issued. Solicitation No. M0068103T0118 is issued as a Request For Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-08. This procurement is 100% Small Business Set-Aside; any responsible source may submit a quote. The North American Industry Classification System code is 337215- 500 employees. The following item is intended to be purchased for the Government: Quantity of 350 each of the AMPCO Footlockers (Brand Name or equal). Model # HDFL32 as manufacturing by Rosedale Fab ricators Inc. Salient characteristics are as followed: Plywood for sides, bottom and top shall be ?? thick, BC grade plywood. Steel used for corners, edging, channel, and interior tray shall be free from corrosion, scale or other imperfections that may be obvious in final appearance or that may adversely affect durability, functionality or structural quality. Gauges shall be as follows: Inside Tray 24 Gauge, Corners, edging, etc.20 Gauge, Interior shelf/handle support 16 Gauge, Piano hinge 18 Gauge. Miscellaneous hardware, including handles, lock hasp, screws, and bolts shall be chromium or zinc plated for corrosion resistance. The hasp shall be screwed on top of the cover and not under. Handles shall be 3/8? steel ?drop-type? handles, bolted through each end panel with 1/4? x 3/4? bolts. Units are to be 32? wide, 18? deep, and 13? high; constructed of plywood components jo ined by full length steel angles at all corners and edges. The top shall be surrounded on two sides and front by a continuous channel to protect the edges, and installed to the back with a full length piano hinge, formed to protect the top of the back panel and the back of the top panel. Units shall be stable, without torque, deflection, warp or twist. Exposed corners shall be smooth, without protrusions or sharp edges. Holes for securing components shall be accurately punched with burrs removed. Corner angles shall be attached to panels with #8 Phillips head screws. Handles shall be attached to the end panels with through- bolts. Bolts shall be supported on inside with a reinforcing angle of 18 gauge steel. Interior tray shall be formed of one continuous piece of steel. The front and back edges shall be flanged out at both sides for spot welding to the ends. Tray shall be supp orted on each end panel by a continuous angle and provide a handle in the middle for removal from locker. Finishing: Each component shall receive a coat of baked-on Olive Drab enamel. The finish coats shall build a total film thickness of not less than .7 mils and shall be installed according to the manufacturer?s recommendations. All responsible sources may submit a quote. The following DFAR Clauses apply to this acquisition: DFAR 252.212-7001 Contract Terms and Conditions required to implement Statutes or Executive Orders Applicable to Defense Acquisition of Commercial Items with the following applicable clauses for Para (b): DFAR 252.225-7035 Buy American Act ? North American Free Trade Agreement Implementation Act ? Balance of Payments Program Certificate; DFAR 252.232-33 Payment by Electronics Funds Transfer. Quotes are due by 4PM (PST) on 5 March 2003 to Sgt Steinbuch via fax or mail. Quotes can be sent via US Postal Service to Regional Contracting Offices, P. 0. The complete original quote shall be submitted if requested by the contracting officer. Quoters bear the burden of ensuring that quotes (and any authorized modifications) reach the designated office on time and should allow a reasonable time for facsimile transmissions to be completed. All pages of the quote must reach the office before the deadline specified in this solicitation. Pages of a facsimile transmission that arrive in the office after the speci fied deadline will not be considered. The quoter bears the risk of non-receipt of facsimile transmissions and should confirm by telephone that any facsimile was received. Any facsimile transmission must clearly state the solicitation number and the name of the contracting officer on the first page to ensure proper receipt.? Quotes are solicited FOB Destination to 1500 Iwo Avenue San Diego, CA. Quotes shall include a completed copy of the provision at FAR 52.212-3, Offerors Representations and Certification ? Commercial Items (the best way to complete this certification is to download the FAR Clauses (Volume II) at http://www.arnet.gov/far, print out the clause Far 52.212-3, and fill in the appropriate blanks).. The Government will award a contract resulting from this solicitation to the responsible quoter whose quote conforming to the solicitation is the lowest price technica lly acceptable quotation. Award date is anticipated on 06 March 2003 and delivery is required for items on or before 24 March 2003. Quotes, including price, are binding for 30 days after submission and written acceptance of an quote by the government will result in a contract: FAR 52.217-6 Option for Increased Quantity.
