Fernald (FDF), Prime Contractor for the United States Department of
Energy's (DOE's) Fernald Environmental Management Project (FEMP),
Fernald, Hamilton/Butler County, Ohio, seeks QUALIFIED SOURCE(s) to
provide a comprehensive treatment system(s) to treat/process Toxic,
Hazardous, Radioactive Mixed Waste at the FEMP using various
chemical/physical processes (excluding thermal destruction). An option
will be considered for offsite treatment (including thermal
destruction) at a qualified vendor's facility. The treated waste must
meet various TSCA treatment standards, RCRA Land Disposal Restrictions,
and Mixed Waste Disposal Facility Waste Acceptance Crtiteria. The waste
is currently stored in drums and boxes at the FEMP and is comprised of
the following categories (which include but are not limited to the
stated representative waste streams): (A) Debris -- Fibrous material,
including rags, absorbent pads, paper, personal protective clothing,
metal, wood, hard plastics, glass, rubber and discarded tools. Some of
the waste streams include free liquids and sludges. The primary
contaminants are listed spent solvents (halogenated and
non-halogenated) and waste oils. Some of the waste is contaminated with
toxicity characteristic (TC) volatiles and TC metals. (B) Soils and
sludges -- Dry granular solids, semi-solids, oily semi-solids and free
standing liquids. The waste streams primarily consist of sludges from
sump clean out and soils. The primary contaminants are listed spent
solvents (halogenated and non-halogentated) and waste oils. Some of the
waste is contaminated with TC volatiles and TC metals. Contaminant
concentrations vary over a wide range. (C) PCBs -- Light ballasts and
contaminated soils and debris. Some of the soils and debris may be
Tri-Mixed Waste (PCB, RCRA, Radioactive). All of these waste categories
may contain any combination of the following EPA Waste Codes:
D001-D043; F001-F005; U044; U080; U220; U228. All waste categories may
contain PCBs. The radioactive component consists of the waste residues
is uranium ranging from depleted to 1.25% enriched. Interested parties
can access the Notice, Potential Sources Sought for the Treatment of
Mixed Waste at the Fernald Environmental Management Project via the
following two Web Sites: http:// www.ead.anl.gov/~techcon/mwaste or
http://www.fernald.gov. The TechCon Web Site will provide additional
details on the project and links to support documents, questionnaires,
and directions for submitting the required information. The
information provided by the responders at this web site will be the
only source used for the purpose of preparing a List of INTERESTED,
PRE-QUALIFIED SOURCES. Only those responders selected for the
Pre-Qualified list will receive a Request For Proposal (RFP), expected
to be issued in March, 1998. All responses must be posted to the web
