THIS NOTICE WAS PREVIOUSLY PUBLISHED AS AN INVITATION FOR BID(IFB)AS F08651-99-B-0009 AND F08651-99-B-0016, but will be resolicited as a Request for Proposal(RFP). THE NEW SOLICITATION NUMBER IS F08651-99-R-0065. THIS IS A "TRADE-OFF" (PERFORMANCE PRICE TRADE-OFF) ACQUISITION. Award will be made based upon the "Best Value" to the Government in accordance with FAR 15.3. The Government reserves the right to award a contract to other than the lowest proposed price. Sources responding to the previous publications have been retained and will automatically be issued a solicitation package at no charge. This project includes furnishing all plant, labor, equipment, and materials and performing all operations in connection with replacing metal siding on Building 440 (Climatic Laboratory. In general, the work shall consist of the following: Removal of certain existing protected metal siding and wall insulation behind the metal siding, metal trim, metal gutters and downspouts, access doors, building sign and other miscellaneous items. Note: Existing protected metal siding is an asbestos containing material (ACM). Work additionally includes temporary removal and reinstallation of certain existing adjoining metal siding and trim; replacing of certain existing damaged metal framing; installation of new building insulation; painting, mechanical work, including temporary removal and replacing of piping, louvers, hoods, and other mechanical items; electrical work, including temporary removal and replacing of electrical conduits, wiring, lighting fixtures and other electrical items and temporary removal and replacing of portions of the existing lightning protection system. Performance period is 180 calendar days. Deadline for receipt of offers on 15 Jun 99 IS ONLY AN ESTIMATED DATE. Estimated dollar range is between $250,000 and $500,000. All responsible sources may submit an offer, which shall be considered by the agency.
