moves, adds and changes or disconnects of primarily NEC and NEAX2000
IVS phone systems for USDA partner agencies located at approximately
4,100 sites throughout the United States, Puerto Rico, Guam, and the
U.S. Virgin Islands. Other telephone systems include, but not limited
to AT&T Partner Plus, Comdial, and Executone. The contractor shall also
provide remote and on-site system programming, system analysis, on-site
end-user training, maintenance on all non-warranty telephone equipment,
maintenance on warranty telephone equipment where equipment or
circumstances are not covered under the existing warranty, trouble call
tracking, systems database management, systems parts procurement and
monthly reports on services provided. Contractor must have the ability
to deploy NEC certified technicians to above locations within 8 hours
(priority repairs that do not require part replacement); 24 hours
(priority repairs that do require part replacement or a technician to
be on- site) 1business day (routine repair that do not require part
replacement or a technician to be on site) and 3 business days (
routine repairs that do require part replacement or a technician to be
on site). The contract award will be from January 1, 2000, through
September 30, 2000, with four, one year option periods. Service will
commence on January 1, 2000. Telephone requests for the solicitation
will not be honored. November 17, 1999, is the anticipated due date for
submission of proposals, not the date for the issuance of the
solicitation (refer to the solicitation for the specific proposal due
date and time). It is anticipated that the solicitation will be
released on or about November 01, 1999. The proposed contract is 100%
set aside for small business concerns. This procurement is being
conducted subject to the availability of FY 2000 funds. The RFP
document was developed using Word Perfect 8.0 and Word and will only be
available through the USDA Farm Service Agency Contracting Home Page
(AMB Web page). All amendments and other information regarding the
solicitation will be issued through the AMB Web page. Potential
offerors will be responsible for monitoring the AMB Web page for
