Description
The Department of the Navy intends to issue an RFP under Solicitation No. N62472-00-R-5728 for Housing Maintenance Services at the Naval Submarine Base New London, Groton, CT. The solicitation includes maintenance, repair and alteration services for approximately 2,400 units of military family housing including on station and off station units, mobile home parks, and family housing units located in Fairfield, CT, associated with the Naval Submarine Base New London, Groton, CT. by means of a combination firm Fixed Price/Indefinite Quantity Contract. The contractor will furnish all labor, management, supervision, materials, tools, equipment, incidental engineering and transportation necessary to maintain and repair the family housing units and associated utility systems, household equipment, appliances, land areas, self-help store, and other related real property and facilities in accordance with the contract requirements. Work includes, but is not limited to, the performance of service call work, preventive maintenance of equipment, change of occupancy maintenance, painting, and other services as described in the specifications. The housing maintenance contract will include a 12-month base period and four 12-month option periods each estimated at between $5.0 and $10.0 million. Proposals will be evaluated on the basis of price and technical factors including the following technical sub-factors: 1) Offeror's Relevant Past Performance, 2) Management Plan, 3) Technical Approach and Expertise, and 4) Commitment to Small Business Concerns. A pre-proposal conference is scheduled for 12 Dec 2000 at Naval Submarine Base New London, Groton, Ct. The acquisition is being conducted using full and open competition (unrestricted) and is therefore subject to Federal Acquisition Regulation clause 52.219-4, "Notice of Price Evaluation Preference for Hubzone Small Business Concerns". The North American Industry Classification System, NAICS, Code of 23599, and the small business size standard is $11.5 million are applicable to this contract. Bid, performance and payment bonds are required on this solicitation. This Request for Proposal package will be available on the Internet. All prospective offerors should register on the NAVFAC Electronic Solicitation Internet Website (www.esol.navfac.navy.mil) for this project by clicking on the Entrance Button to access, then you must first create an account.
