Description

<P> BACKGROUND: Under the Alternative Motor Fuels Act of 1988 (AMFA), the Clean Air Act Amendments of 1990, and the Energy Policy Act of 1992 (EPAct), the federal government has demonstrated its resolve to reduce petroleum usage by promoting the use of alternative fuels and alternative fuel vehicles (AFVs). The objectives of the legislation are to clean up the environment, achieve energy independence, and improve national security. <P> Promoting the use of alternative fuels includes disseminating information relating to: the availability and cost of alternative fuel vehicles; the availability of refueling sites for the various alternative fuels; and the availability of financial and other incentives for purchasing alternative fueled vehicles. The currently approved list of alternative fuels includes: ethanol in blends of 85% or higher; methanol in blends of 85% or higher; compressed natural gas; liquified natural gas; liquified petroleum gas, 100% biodiesel, electricity, and P-series fuels. <P> ACTIVITIES: The US Department of Energy (DOE), through its Clean Cities Program, has directed the National Renewable Energy Laboratory (NREL) to implement key aspects of its alternative fuel information dissemination efforts. NREL has created and maintains the Alternative Fuels Data Center (AFDC) and makes the information accessible through a variety of information dissemination systems, including the Internet. The AFDC web site (www.afdc.nrel.gov) makes a host of information products available to the public, including an alternative fuels refueling station locator/mapping service. Keeping the refueling station information accurate and up-to-date is, obviously, the key to the usefulness of this service. <P> NREL is seeking organizations to assist its efforts to ensure that the alternative fuel refueling station information is as accurate and up-to-date as possible. To do this, the organization would participate in the following categories of activities: 1) Verify that stations are still dispensing the alternative fuel shown in the database. 2) Using the existing data in the AFDC database, contact stations listed in the database to update their data, including address, type of access, and other station information. 3) Obtain actual location addresses, where necessary and possible, in standard address format so that stations may be geocoded for the mapping application. 4) Seek new stations that may not be included in the AFDC database of Refueling Stations through industry and organizational contacts. 5) Ensure that all data is entered using the proper codes where codes are assigned and following the data specifications used by the AFDC. <P> QUALIFICATIONS: Organizations that respond to this Sourses Sought request will have the following capabilities, attributes, and skills related to one or more of the alternative fuels listed above: 1)extensive experience in or knowledge of the alternative fuels industry; 2)established business relationships within the industry that will support acquisition of quality data; 3) experience with data collection from the field, including establishing data collection and quality assurance metholologies. <P> SUBMITTAL INSTRUCTIONS: By close of business (5:00 p.m. MDT)on 19 March 2001, interested organizations will respond in two parts: 1) An original (hardcopy) of your business profile, specifically highlighting the fuels and qualifications listed above, shall be submitted to: National Renewable Energy Laboratory / ATTN: Kathee Flanagan Roque, Sol DW280 / 1617 Cole Boulevard, MS 1632 / Golden, CO 80401-3391. 2) An electronic file of your original submittal shall be e-mailed to: kathee_roque@nrel.gov.
