Description

The 50th Contracting Squadron at Schriever AFB, CO, is planning to issue a Request for Proposal (RFP) for Full Food Services with contract period of one four month Base Period, and four one year option periods. Required services include complete operations and management of a single full food service dining facility. The successful contractor will be required to provide all personnel, supervision, transportation, and materials necessary to perform full food services. Contractor tasks include, but are not limited to, dining facility management, all cooking and food preparation, ordering of subsistence, serving and replenishing food, cleaning facilities and utensils, preparing vegetables and fruit for salad bar, bussing dining area tables, cashier services, operation, maintenance and repair of food service equipment, and continued service during contingencies. This facility is dedicated to providing full meal service, to include carryout and _Grab-n-Go_, while meeting the nutritional needs of personnel who qualify to use the facility. The contract period of performance is planned from 1 June 2001 to 30 Sep 2005. This period of performance will include, one Base Period of performance from 1 June 2001-30 September 2001. This base period includes a 30-day phase in period from 1 June 2001 to 30 June 2001. In addition, the contract period of performance will include four one year option periods. If determined to be in the best interests of the Government, options will be exercised NLT 1 October of each new Fiscal Year. A Commercial Firm Fixed Price contract type is contemplated. The solicitation shall be issued as a RFP for commercial services utilizing a combination of procurement procedures outlined in FAR 12, Acquisition of Commercial Items, and FAR 15, Contracting by Negotiation, as supplemented. The procurement method to be applied shall be the Performance Price Trade-Off (PPTO) negotiation technique outlined in FAR 15 as supplemented. This acquisition is a competitive 100% set-aside under Section 8(a) of the Small Business Act, combined with participation of the State of Colorado, State Licensing Agency, Blind Enterprise Program, under the Randolph-Sheppard Act. As such, only section 8(a) contractors registered with the Small Business Administration, or the State of Colorado, State Licensing Agency will be allowed to compete in this procurement. This procurement is also under a cost comparison/direct conversion evaluation in accordance with the Air Force Commercial Activities Program Instruction (AFCAPI), July 1998, and Air Force Instruction 38-203. The Government will not pay for any information submitted in response to this synopsis. The RFP is planned to be posted on the Government_s Electronic Posting System World Wide Web site (www.eps.gov) on 23 January 2001. The estimated award date is 8 May 2001. **************************************Modification 1************************************** The solicitation issuance date is changed from 8 February 2001 to the week of 12-16 March 2001. The Base Period of performance is changed from four (4) months to three (3) months (1 July 2001 to 30 September 2001). The Phase In period is deleted. The solicitation will be made available on the Government_s Electronic Posting System World Wide Web site (www.eps.gov) not later than 16 March 2001. The solicitation will only be issued electronically. Paper (hard) copies of the solicitation will not be issued. A site visit/preproposal meeting is scheduled for 19-23 March 2001. Interested offerors are highly encouraged to attend. All attendees are required to submit individual names to TSgt Sharpe prior to arrival at the Visitor Center, Schriever AFB, CO. One-on-one discussions will be offered to contractors that request one-on-ones. The estimated award date is 1 June 2001.
