- SUBJECT: Notification of Contracting Action (NOCA) for Draft RFP = F08635-01-DRFP-PKZ02 and RFP F08635-01-R-0055, Acquisition for Global = Positioning System (GPS) Signal Validation/Inverted GPS Range The 746th Test Squadron of the 46th Test Group at Holloman AFB, New = Mexico intends to issue a Draft Request for Proposal (DRFP) on or about = 16 March 2001 and a Request for Proposal (RFP) on or about 4 May 2001. = The DRFP and the RFP will be a competitive acquisition for the Global = Positioning System (GPS) Signal Validation/ Inverted GPS Range. After = issuing the draft RFP, a presolicitation conference/site visit at = Holloman AFB will take place on 30 March 2001. All information = concerning the presolicitation conference will be in the draft RFP. = The overall contract type will be Cost Plus Incentive Fee (CPIF) with a = basic contract for the GPS Signal Validation/ Inverted GPS Range, = training of Government personnel to operate and maintain the system, = and options for additional ground transmitters and the L5 signal = capability. The period of performance for the basic contract is = estimated at 24 months from contract award to initial operational = capability (IOC), which is Phase I and 30 months after contract award = for full operational capability (FOC), which is Phase II. The NAICS = Code is 334511 with a small business size standard of 750 employees. = This acquisition will be unrestricted, i.e., full and open competition. The GPS Signal Validation/Inverted GPS Range will be a field test = environment to evaluate the Modernized GPS signals. The solution = envisioned is the design, development, and deployment of an Inverted = GPS Range similar to the Inverted Range developed at Yuma in the 1970_s = before the launch of GPS Block I satellites. A centrally controlled, = ground-based constellation of ground transmitters will generate and = broadcast a replica of the Modernized GPS signal structure. The test = capability must allow for interoperability with Navigation Warfare = (NavWar) assets. Initial tests will verify backwards compatibility = with legacy GPS receivers and proceed to evaluate performance of the = Modernized GPS receivers as they become available and to evaluate = NavWar concepts of operation. The scope of this effort would be the = (1) fabrication of the system, (2) acceptance testing and Initial = Operating Capability (IOC) of the fielded system at White Sands Missile = Range, New Mexico, and (3) initial operation and maintenance training = of 746th Test Squadron personnel. =20 Procurement questions should be referred to Mr. Mark Clapp, Contract = Specialist at (505) 679-3305, e-mail _ mark.clapp@46tg.af.mil. = Technical questions should be referred to the Program Manager, Capt. = Brian L. The Ombudsman does not diminish the authority of the = program director or Contracting Officer, but communicates contractor = concerns, issues, disagreements, and recommendations to the appropriate = Government personnel. When requested, the Ombudsman shall maintain = strict confidentiality as to the source of the concern. The Ombudsman = does not participate in the evaluation of proposals or in the source = selection process. Matters of a routine or administrative nature = concerning this acquisition should not be addressed to the Ombudsman = but rather to the Contract Specialist, or the Program Manager = identified above.
