- D -- TRADOC Acquisition Center (TAC) intends to issue solicitation DABT60-01-R-3026 for Director of Information Management (DOIM) services at Fort Huachuca, Arizona. Services include Conference Support, Programs, Data Calls and Briefings, Technology and Product Evaluation, Security Program, ITR Approval Process, IT Infrastructure Planning, Design, and Management, Supply and Equipment Management, Building Management, Special Projects, IT Training, Mobilization, Deployment and GOC Support, IMO & FSPO Support, Problem Resolution and Consulting, Release Management, Database Administration, Application Support, Remote Processing Support, Electronic Messaging, Network Support, Webmaster, Server Support, Telecommunications Center, long Haul and BASECOM Telecommunications Support, Telephone Operation Support Services, special Circuits and Services, Transmission Operations and Information Services. The action is a 100% Small Business Set-Aside. The applicable NAISC Code is 541513 with a size standard of $18 million. The determination of small business set-aside for this acquisition will be reviewed and reevaluated after the site visit to determine if a sufficient number of small businesses show interest. In the case where sufficient interest is not shown a determination will be made to amend the solicitation to dissolve the set-aside and open it to full and open competition. This acquisition is competed under the A-76 process governed by OMB Circular A-76. The apparent successful offeror will compete with the Government In-House Most Efficient Organization (MEO). If a decision is made to contract for the services a 90-day Phase-In (after Notice to Proceed) is contemplated. Contract will be a Cost Plus Award Fee for a 12-month Base Period and four (4) 12-month Option Periods. The competitive range may be limited for efficiency purposes in accordance with FAR Part 15.3. Oral presentations will be required of all offerors within the established competitive range. The solicitation and ALL amendments will be issued via the TAC Web Page (www.tac.eustis.army.mil) under the heading of "Solicitations/Fort Huachuca". NO PAPER COPIES OF THE SOLICITATION OR ANY AMENDMENTS WILL BE PRINTED, MAILED OR PROVIDED. Announcement of amendments will not be made, it is strongly suggested that vendors periodically check the TAC web page for new amendments. The solicitation will be posted on or about July 12, 2001 with a closing date established for August 27, 2001. No solicitation mailing list will be compiled and none can be provided. A Site Visit will be conducted. There will be only one site visit. Vendors are encouraged to attend the site visit for networking and subcontracting opportunities.
