- Specification is corrected to read: CLIN 0001-Cable per MIL-W-16878/17, two-pair, stranded 16 AWG, PVC/nylon insulated conductors. Each pair to have tinned copper braided shield and white PVC jacket striped for identification, overall polyester tape wrap, overall tinned copper shield, yellow thermoplastic rubber jacket, nominal od of 0.620 inches. CLIN 0002-Cable per MIL-W-16878/17, three-pair, stranded 16 AWG, PVC/nylon insulated conductors. Each pair to have tinned copper braided shield and white PVC jacket striped for identification, overall polyester tape wrap, overall tinned copper braided shield, yellow thermoplastic rubber jacket, nominal od of 0.650 inches. All other terms and conditions remain unchanged. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. A written solicitation will not be issued. This solicitation N00406-01-T-1508 is issued as a request for quotation. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-23. This is an unrestricted solicitation. Closing dated for this solicitation is 11 Sept 01. The following FAR and DFARS provisions apply to this acquisition and will be included in full or by reference, as appropriate, in any subsequent award document: 52.212-1. Instructions to Offerors -- Commercial; 52.211-8, Time of Delivery; 252.225-7035 NAFTA Certification Act-Balance of Payments Program and Alternate I; 52.212-4. Contract Terms and Conditions Required to implement Statutes or Executive Orders -- Commercial Items (including 52.203-6 Alternate 1; 52.219-8; 52.219-14; 52.222-21; 52.222-26; 52.222-35; 52.222-36; 52.222-37; 52.232-33); DFARA 252.212-7001 (including 252.22507012; 252.225-7027; 252-7028; 252.243-7002; 252.247-7024). Note that a multiple award evaluation will be made IAW FAR 52.214-22 for all items. The following provisions applies to this acquisition: 52.203(h) Publicizing and Response time; 52.212-2, Evaluation -- Commercial Items (Jan 1999) (DEV) 5252.213-9402 .The following factors shall be used to evaluate offers: Lowest Price, technically acceptable. A written notice of award of acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time of acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's expiration time, the government may accept an offer (or part of an offer) whether or not there are negotiations after its receipt unless a written notice of withdrawal is received before award. Given that this category falls with in the annual forecast as published in the Commerce Business Daily and in accordance with Far 5.203(h) the time frame for publication of the synopsis and receipt of offers has been reduced. THE GOVERNMENT ANTICIPATES THAT FINAL NEGOTIATED PRICING WILL BE THROUGH A REVERSE AUCTION.After an initial evaluation of proposals, FISC Puget Sound intends to conduct an on-line, anonymous, competitive reverse auction to be facilitated by a third-party reverse auction provider. Procuri.com (www.govauctions.procuri.com). This is a private reverse auction and only those offerors who are deemed to be technically capable of providing these items will be invited to participate in the on line reverse auction. =20 In order to establish a competitive range, offerors are required to submit initial pricing and technical capability statement prior to the closing date of this Request for Proposal. Notwithstanding the fact that the government intends to conduct a reverse auction in order to establish final pricing, the government reserves the right to award on initial offers as submitted. =20 Submission of a quote in response to the solicitation will be considered consent by the offeror to reveal their prices in anonymity during the reverse auction. At the conclusion of the reverse auction, the Government intends to award the contract to the eligible, low-priced, responsible offeror. Auction instructions may be obtained at procuri.com. =20 The third party reverse auction provider has developed and on-line, easy to use, browser-based application to dynamically set prices for the procurement of goods and services.
