- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.603, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation "DACW87-01-Q-0013" is issued as a Request for Quotation (RFQ). This solicitation document and incorporated provisions are those in effect through Federal Acquisition Circular 90-42. NAICS CODE is 611430. This acquisition is set-aside for Small Business. Small Business Size Standard is $5M . The details of the award are as follows: Offerors shall provide all services, personnel, material, audio-visual aids, training aids, travel and lodging necessary to revise and present a course of instruction entitled "Instructional Methods." The course is designed to give students skill in developing and conducting any type of training, presentations and briefings. DESCRIPTION: Topics covered through lectures, demonstrations, and practical exercises include Systematic Approach to Training, roles of the instructor, instructional objectives, communications skills, lesson planning, instructional aids, the adult learner, methods of instruction, classroom management, counseling, tests, and questioning techniques. The student demonstrates mastery of these topics through the development and presentation of a lecture with questions, directed discussion, and student involvement activity. STUDENTS: The students in the Instructional Methods course must have been identified as potential instructors in the Proponent Sponsored Corps of Engineers (PROSPECT) Program or have been charged with developing and conducting any type of training, presentations, or briefings. Students will select one technical job-related topic on which the three student practicums will be based. There will be one ten-minute lecture with questions, a ten-minute directed discussion, and a twenty-minute student involvement activity -- all on the same topic. Development for all three practicums will be done in the class. This will be a firm-fixed type contract with two option years. All course sessions are being taught in Huntsville, AL. Sessions scheduled for FY02 are as follows: Session 02-01, 15-19 Oct 01; Session 02-02, 17-21 June 02; Session 02-03, 29 Oct-2 Nov 01; Session 02-04, 25 Feb-1 Mar 02. The following Sessions are for Option Year FY03: Session 03-01, 21-25 Oct 03; Session 03-02, 7-11 Jul 03. The following Sessions are for Option Year FY 04: Session 04-01, 11-15 Oct 04; Session 04-02, 21-25 Jun 04. Sessions consist of 36 hours of classroom instruction, with 25 students per session. The provision at FAR 52.212-1, "Instructions to Offerors-Commercial Items" applies to this acquisition. FAR 52.212-2 "Evaluation-Commercial Items" also applies. The "fill-in information at FAR 52.212-2(a) is as follows: Evaluation Criteria: The contractor shall provide a team of 2 instructors (including one lead and one assistant instructor). The lead instructor will be available at the training site throughout the course instruction in order to coordinate logistical matters and provide consistency to the overall course. The assistant instructor will be at the training site to teach and assist the lead instructor in accordance with their specialized areas of expertise. The required experience and qualifications are defined in defined in the following: 1. TEACHING EXPERIENCE (a) The lead instructor should have 200 hours of teaching experience during the past 5 years in courses designed to teach instructional methodology to instructors and/or trainers. (b) Topics covered in these 200 hours shall have covered the following areas on the development of criterion referenced instruction: development of learning objectives, test items, lesson planning, systematic approach to training, development and use of instructional aids and classroom management. (c) The assistant instructor should have 100 hours of teaching experience during the past 3 years in courses designed to teach instructional methodology to instructors and/or trainers. (d) Topics covered in these 100 hours shall have covered the following areas on the development of criterion referenced instruction: development of learning objectives, test items, lesson planning, systematic approach to training, development and use of instructional aids and classroom management. Offerors shall provide resumes addressing the following issues: (1) Teaching experience in the relevant subject areas. Documentation required for teaching experience include: title of course; one paragraph (no more than 50 words) describing course content; nature of audience; date and number of instructional hours. Teaching experience should have involved instructing adult learners in a work-related rather than academic setting. A short course of instruction is considered to be 40 hours or less of instruction. Identify proposed instructors scheduled to teach each course session. Also, identify proposed lead and assistant instructors scheduled to teach each course session. 2. EDUCATION REQUIREMENTS Each instructor shall possess an earned bachelor's degree from an accredited college or university in education or a field directly related to education with a minimum of 24 hours in educational courses. Provide a copy of diploma and/or transcripts. Documentation required for education requirements include: copy of diploma and/or transcripts that substantiate a field directly related to education, college name and year degree acquired. Offerors shall include a completed copy of the provision at FAR 52.212-3 "Offeror Representations and Certifications-Commercial Items" with this offer. FAR 52.212-4 "Contract Terms and Conditions-Commercial Items" applies to this acquisition. FAR 52.212-5 " Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items" applies to this acquisition. In conjunction with FAR 52.212-5, the following FAR clauses apply this acquisition: 52.222-21, "Prohibition of Segregated Facilities; 52.222-26, Equal Opportunity; 52.222-35, Affirmative Action for Disabled Veterans and Veterans of the Vietnam Era; 52.222-36, Affirmative Action for Handicapped Workers; 52.222-37, Employment Reports on Disabled Veterans and Veterans of the Vietnam Era; 52.225-16, Sanctioned European Union Country Services; 52.232-33, Payment by Electronic Funds Transfer-Central Contractor Registration.
