Description

The 89th Contracting Squadron, Andrews AFB MD, anticipates issuing a solicitation and awarding a firm-fixed priced type contract for grounds maintenance and snow/ice removal services at Andrews AFB, Brandywine, and Davidsonville Maryland. The acquisition is 100 percent Set Aside for Small Businesses (see Note 1) under NAICS Code 561730 -- Landscaping Services and size standard of $5.0 mil. The resultant contract will be awarded on an all-or-none basis and will include a basic period and four (4) annual options. The anticipated date for solicitation posting is 15 Nov 01. The closing date and time for submission of offers is projected for 03 Dec 01,16:30 hrs (4:30 pm). The solicitation, notices and all amendments will be posted and available for viewing and downloading on the Government Electronic Posting Systems (EPS) site at www.eps.gov. (Note: paper copies will not be issued.) While the solicitation is posted, it is incumbent upon the interested parties to review this site frequently for any updates/amendments pertaining to this solicitation. All prospective offerors interested in submitting a proposal must have a commercial and government entity code (CAGE CODE) and DUNs number and be registered in the Central Contractors Registration (CCR) at www.ccr2000.com. This notice does not obligate the Government to award a contract; it does not restrict the Governments ultimate approach; nor does it obligate the Government to pay for any proposal preparation cost. All responsible sources may submit a proposal, which shall be considered by the agency. This acquisition is being solicited utilizing FAR Part 12, Commercial Acquisition procedures, incorporating FAR 52.212-1, Instructions to Offerors; 52.212-2 Evaluation; 52.212-3 Representation and Certifications; 52.212-4, Contract Terms and Conditions; 52.212-5, Contract Terms and Conditions Required to Implement Statute Executive Orders, and applicable addendum attached thereto. A site visit is tentatively scheduled for 27 Nov 01 (Any changes to this projected schedule will be posted to the Governments posting board (www.EPS.gov)). If planning to attend the site visit and in order to ensure access to Andrews AFB or its affiliate sites , prior coordination with 89CONS is mandatory (see Instructions to Offerors section of the solicitation). Contract award shall not be made to any contractor who is not registered in the Department of Defense (DOD) Central Contractor Registration (CCR) Program. All proposals are due not later than 03 Dec 01 (4:30 PM EST), unless otherwise changed via amendment to this synopsis. In support of the Air Force's paperless initiative, offerors are required to submit only one paper copy of their proposals and one virus-free copy on electronic media. Electronic copies must be compatible with Microsoft Office 97, 98, 2000 and Windows NT software.
